Roll out a sheet of wax paper and lightly coat with butter or cooking spray to help keep the caramel from sticking. Melt the caramels in a microwave bowl. Add milk and mix well. While the caramels are melting, lay out peanuts in small clusters. Pour melted caramel in the middle of each peanut grouping. Melt chocolate chips in the microwave. Add vegetable oil. Pour the melted chocolate on top of the caramel and spread out with a spoon if needed. Let cool in the refrigerator for about 30 minutes. Let them come to room temperature before serving. The caramel will be softer to eat and easier to pull off of the wax paper.
