  • 1½ lbs potatoes, peeled and diced
  • ½ cup milk
  • 6 tablespoons butter
  • 3 garlic gloves, minced
  • ½ teaspoon garlic powder
  • salt
  • pepper
  • 3 tablespoons oil
  • 1 onion, finely chopped
  • 1½ lb ground lamb or ground beef
  • 2 tablespoons tomato paste
  • 1 teaspoon thyme
  • 1½ cups cold stock
  • ¼ cup flour

Preheat the oven to 350°F. Place the potatoes in a large saucepan with a pinch of salt and cover with cold water and top the pan. Bring the potatoes to a boil and reduce to a simmer for about 15 minutes. Drain, add the milk and mash the potatoes. On a small skillet, melt the butter with the minced garlic. Strain the butter, leaving out the garlic and pour into the potatoes along with the garlic powder. Mix well. Heat the oil in a large saucepan over medium heat. Add the onion, sauté until tender and add the meat. While mixing, break up the meat into smaller chunks, cooking until the meat is cooked through. Drain and stir in the tomato paste, cooking an additional 8 minutes. Stir in the stock and flour, mixing until no lumps remain. Season with pepper and salt to taste and simmer for 5 minutes. Pour the meat into a baking dish and then top with mashed potatoes, spreading them evenly across the top. Bake for 25-30 minutes, or until bubbling. Once baked, place into broiler for 2-3 minutes or until potatoes brown.
