Preheat your oven to 350°F and line a 9x12 baking dish with parchment paper. In a medium-sized bowl set over simmering water, melt two sticks of butter with one cup of chocolate chips. Let cool for 15 minutes. In a large bowl, stir together vanilla, sugar, and eggs. Slowly add in the chocolate mixture. Once incorporated, add the cocoa powder and mix well. In a medium bowl, sift together 1/2 cup of flour, baking powder, and salt. Add this to the chocolate mixture and stir. Pour in the remaining chocolate chips and flour. Spread evenly in your lined baking dish and bake for 35 minutes. In a medium saucepan, dissolve 1/3 cup granulated sugar into three tablespoons of water. Swirl pan until mixture boils. Remove when mixture reaches a golden-yellow color. Quickly add in butter, cream, and vanilla. Let cool slightly and drizzle over brownies. Sprinkle with sea salt and serve.
