Begin by bringing a pot of water to a boil and add the ramen noodles for about 3 minutes. Then beat 2 eggs in a bowl with salt and pepper. Stir in noodles into eggs until evenly coated and form buns. Refrigerate for about 20 minutes. Meanwhile mix beef, soy sauce, paprika, and sesame oil in a bowl. Then form beef patties with the mixture. Heat oil in a skillet over medium-high heat. Place ramen buns on the hot skillet for about 3 minutes per side. Using the same skillet, cook the beef patties for about 5 minute per side. Once patties are completed, set aside and fry remaining eggs, until yolk is firm. Assemble the burger by placing the cheese on the bottom ramen bun and then the patty, arugula, and finally a fried egg topped with chile-garlic sauce.
